Notice of Public Hearing to Solicit Input for the City of Northwest
Community Development Block Grant Neighborhood Revitalization Program Application
Notice is hereby given that the City of Northwest will hold a Public Hearing on August 13, at 6:00 pm at the City of Northwest located at 4889 Vernon Road, Northwest, North Carolina 28451.The hearing will be held before the Northwest City Council in order to solicit citizen input in the development of a 2026 Community Development Block Grant Neighborhood Revitalization Program (CDBG-NR) Application.
CDBG-NR funds can be used for a variety of different activities in support of the North Carolina Department of Commerce’s Rural Economic Development Division’s three livability principles: (1) Promote equitable, affordable housing; (2) Support existing communities; and (3) Value communities and neighborhoods.
Eligible activities must meet at least one of the three CDBG national objectives to be eligible: (1) benefit low-and-moderate income (LMI) persons; (2) prevent or eliminate slums or blight; or (3) meeting other community development needs that are deemed to be urgent because of existing conditions that pose a serious and immediate threat to the health and welfare of the community, and other financial resources are not available to meet the need.
Eligible activities include: Community Revitalization, Housing Rehabilitation, Clearance, Scattered-Site Housing, Public Facilities, Housing Development, and Water and Sewer Connections to Existing Housing.
The maximum CDBG-NR award amount per community is expected to be $950,000 and there is no minimum award amount.
A 2nd public hearing will be held to discuss and approve the application prior to submittal to the North Carolina Department of Commerce in the Fall of 2026.

Police Officer I and II Positions Available
The City of Northwest is seeking highly qualified applicants for its Police Officer I and II vacancies. Ideal candidates for Police Officer I must have a current NC BLET certification. Those applying for Police Officer II must have a minimum of three years of law enforcement experience. Candidates for both positions must demonstrate a commitment to transparency, accountability, and fairness, both internally and to the broader community. The salary range for Police Officer I is $51,000 to $53,060 per year and Police Officer II is $54,652 to $56,860 per year, commensurate with skills and experience. Incorporated in 1992, the City of Northwest encompasses 7.21 square miles in northern Brunswick County, North Carolina, a quick 20minute drive from downtown Wilmington, 15 minutes from Leland, and a half-hour from area beaches.
